Title: Investing Today for Pakistan's Tomorrow

 

Margareta Wahlstrom, United Nations Special Representative of the Secretary-General for Disaster Risk Reduction, will be holding a press conference with Neva Khan, Country Director of Oxfam, in the Faisalabad room of the Serena Hotel in Islamabad, tomorrow at 2pm, 22 February 2011.

Pakistan is at continued risk of disasters, whether manmade or triggered by natural hazards. In the past three years alone, disasters are estimated to have cost Pakistan at least US$4 billion. Reconstruction after the 2005 earthquake cost US$5.2 billion, 20 percent of the annual national budget. Helping Pakistan integrate disaster-coping and damage mitigation strategies into its reconstruction and development plans will save lives and resources in the future.

During her five-day visit to Pakistan organised in conjunction with international aid agency Oxfam, Ms. Wahlstrom will be meeting Pakistani federal as well as provincial flood relief and reconstruction officials  and representatives of international and national NGOs.  Ms. Wahlstrom will also visit flood hit areas to see first-hand how disaster risk reduction strategies such as raised homesteads and food shelters can save lives and livelihoods in emergency situations.

Ms. Wahlstrom's visit comes at a time when Pakistan is beginning the vital task of rebuilding after the floods whilst still dealing with an ongoing emergency in some parts of the country. The Special Representative will also use her visit to push for disaster risk reduction strategies to be incorporated into sustainable development policies.(#)

سوال: السلام وعلیکم ورحمۃ اللہ وبرکاتہ!
حزب اسلامی (عراق) کے کارکنوں میں سے جو کوئی عراقی پارلیمینٹ میں داخل ہو اس کے بارے میں شرعی حکم کیا ہے؟ ایسا شخص صرف پارلیمینٹ میں ہی داخل نہیں ہوا بلکہ اس نے رافضی (شیعہ) جماعتوں کے ساتھ اتحاد بھی کیا، انہیں مبارکبادیں بھی دیں اور بہت سے سنی نوجوانوں کو امریکہ کے حلیف ان فوجی لشکروں میں شمولیت کے لیئے ابھارا کہ جنہوں نے عراق کے بہت سے علاقوں میں مجاہدین کو ایذائیں دیں اور انکا پیچھا کیا اور ان کو کمزور کیا۔

جواب: الحمد للہ رب العالمین والصلاۃ والسلام علی خاتم الانبیاء و المرسلین وعلی آلہ وصحبہ ومن تبعھم باحسان الی یوم الدین۔ وبعد!

میرے بھائی ابو عمر ۔! آپ نے اپنے سوال میں جن لوگوں کا ذکر کیا ہے تین وجوہات کی بناء پر ان کا کفر ثابت ہوتا ہے۔

پہلی وجہ: غیر اللہ کی طرف سے شریعت سازی میں شرکت کرنا۔

جبکہ اللہ تعالی کا فرمان ہے:

{ أَمْ لَهُمْ شُرَكَاءُ شَرَعُوا لَهُمْ مِنَ الدِّينِ مَا لَمْ يَأْذَنْ بِهِ اللَّهُ }

ترجمہ: "کیا ان کے کچھ شریک (ایسے ہیں) جنہوں نے انکے لیئے ایسا دین بنایا کہ جس کی اللہ نے انہیں اجازت نہیں دی۔" (الشوری ٢١)


تو انسانی بنائے گئے قوانین کو شریعت بنانا کہ جن کے ذریعے اس طرح کے طاغوت اللہ کی حرام کردہ چیزوں کو حلال اور اللہ کی حلال کردہ چیزوں کو حرام قرار دیتے ہیں اور ان کے ذریعے اللہ کی حدوں کو معطل کرتے ہیں۔

یہ زمین اور آسمان کے پرردگار کے ساتھ شرک و کفر ہے۔ کہ جس کے علاوہ شریعت سازی کسی اور کا حق نہیں۔

اس لیئے کہ شریعت سازی الوہیت و ربوبیت کے خصائص میں سے ایک خاصہ ہے۔ تو جو کوئی بھی اللہ کے علاوہ شریعت سازی کرتا ہے اور طاغوتی شریعت ساز قبہ نما اداروں کا رکن بنتا ہے اور انکے شرکیہ عہدوں میں شریک ہوتا ہے۔ تو ایسا شخص ملت اسلامیہ سے خارج، کافر ہے۔

شیخ الاسلام امام ابن تیمیہ رحمۃ اللہ علیہ فرماتے ہیں:

"اور انسان جب کسی ایسی چیز کو حلال قرار دیتا ہے کہ جس کی حرمت پر اجماع ہو یا ایسی چیز کو حرام قرار دیتا ہے کہ جس کی حلت پر اجماع ہو یا اجماع (شدہ) شریعت بدل دیتا ہے تو تمام فقہاء کے متفقہ فیصلے کے مطابق وہ اس وقت کافر ہوجاتا ہے۔" (مجموع الفتاوی ٢۶٧/٣)

دوسری وجہ: ان لوگوں نے ان رافضی (شیعہ) کو اپنا دوست اور ولی بنایا کہ جنہوں نے عالم الغیب والشھادۃ پر جہالت کا الزام لگا کر (اللہ اس سے بہت بلند و پاک ہے جو یہ کہتے ہیں اور شرک کرتے ہیں) اس حق کا انکار کیا جو ہمیں پہنچا۔ اور یہ بات وہ اپنے "البداءۃ" نامی مسئلے میں کہتے ہیں۔

اور وہ (شیعہ) یہ بھی دعوی کرتے ہیں کہ جو قرآن ہمارے سامنے ہے۔ یہ تحریف شدہ ہے جبکہ صحیح قرآن' فاطمی قرآن ہے۔ جس کے بارے میں ان کا دعوی ہے کہ اس (قرآن فاطمی) کی وحی فاطمہ رضی اللہ عنہ پر نازل ہوئی اور اسکا نزول ان (فاطمہ رضی اللہ عنہ) پر رسول صلی اللہ علیہ وسلم کی وفات کے بعد چھ ماہ تک جاری رہا۔۔۔!!!

اور یہ رافضی (شیعہ) ام المومنین عائشہ صدیقہ رضی اللہ تعالی عنہ پر تہمت لگاتے ہوئے قرآن کی اس نص کو جھٹلاتے ہیں کہ جو آپ رضی اللہ عنہ کی برأت کیلیئے سات آسمانوں کے اوپر سے نازل ہوئی۔ اور اسکے علاوہ بھی انکے کئی شرکیہ اور کفریہ عقائد ہیں۔

تو جو کوئی ان جیسے کافروں کو دوست بناتا ہے تو اس کا اللہ تعالی سے کوئی تعلق نہیں بلکہ وہ مرتد کافر ہے۔ اللہ تعالی فرماتا ہے:

{ يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَتَّخِذُوا الْكَافِرِينَ أَوْلِيَاءَ مِنْ دُونِ الْمُؤْمِنِينَ أَتُرِيدُونَ أَنْ تَجْعَلُوا لِلَّهِ عَلَيْكُمْ سُلْطَانًا مُبِينًا ! إِنَّ الْمُنَافِقِينَ فِي الدَّرْكِ الْأَسْفَلِ مِنَ النَّارِ وَلَنْ تَجِدَ لَهُمْ نَصِيرًا }

ترجمہ: "اے ایمان والو !تم مومنوں کو چھوڑ کر کافروں کو دوست مت بناؤ۔ کیا تم اپنے اوپر اللہ کی واضح حجت قائم کرنا چاہتے ہو۔ بلاشبہ منافقین دوزخ کے سب سے نچلے درجے میں جائیں گے اور آپ انکا کوئی مددگار نہ پائیں گے۔" (النساء ١۴۴-١۴۵)

اور اللہ تعالی کا فرمان ہے:

{ أَفَحَسِبَ الَّذِينَ كَفَرُوا أَنْ يَتَّخِذُوا عِبَادِي مِنْ دُونِي أَوْلِيَاءَ إِنَّا أَعْتَدْنَا جَهَنَّمَ لِلْكَافِرِينَ نُزُلًا ! قُلْ هَلْ نُنَبِّئُكُمْ بِالْأَخْسَرِينَ أَعْمَالًا ! الَّذِينَ ضَلَّ سَعْيُهُمْ فِي الْحَيَاةِ الدُّنْيَا وَهُمْ يَحْسَبُونَ أَنَّهُمْ يُحْسِنُونَ صُنْعًا ! أُولَئِكَ الَّذِينَ كَفَرُوا بِآيَاتِ رَبِّهِمْ وَلِقَائِهِ فَحَبِطَتْ أَعْمَالُهُمْ فَلَا نُقِيمُ لَهُمْ يَوْمَ الْقِيَامَةِ وَزْنًا ! ذَلِكَ جَزَاؤُهُمْ جَهَنَّمُ بِمَا كَفَرُوا وَاتَّخَذُوا آيَاتِي وَرُسُلِي هُزُوًا }

ترجمہ: "تو کیا ان کافروں کا خیال ہے کہ مجھے چھوڑ کر میرے بندوں کو اپنے دوست (معبود، حاجت روا) بنالیں۔ ہم نے کافروں کی مہمان نوازی کیلئے جہنم کو تیار کررکھا ہے۔ آپ (انہیں) کہہ دیں کہ کیا ہم تم کو ایسے لوگ بتائیں جو اعمال کے اعتبار سے مکمل خسارہ میں ہیں۔ یہ وہ لوگ ہیں جن کی دنیا کی کمائی ہوئی محنت سب گئی گزری ہوئی حالانکہ وہ گمان کرتے ہیں کہ وہ اچھا کام کررہے ہیں۔ یہی وہ لوگ ہیں جو رب کی آیتوں کا اور اس سے ملنے (قیامت) کا انکار کرتے ہیں۔ تو ان کے سارے اعمال غارت ہوگئے تو قیامت کے روز ہم ان کے (نیک اعمال) کا ذرہ بھی وزن قائم نہ کریں گے۔ ان کی سزا وہی ہوگی یعنی دوزخ اس وجہ سے کہ انہوں نے کفر کیا اور میری آیتوں اور پیغمبروں کا مذاق بنایا تھا۔" (الکھف ١٠٢-١٠۶)

تیسری وجہ: ان مذکورہ لوگوں نے ان لشکروں سے دوستی کی کہ جن کے دل اللہ نے اپنے دین سے غافل کردیے لہذا انہوں نے صلیب کے پجاری حملہ آوروں اور انکے حلیفوں کے دفاع اور دو دریاؤں والے ملک (عراق) میں انکی جڑیں اور انکے کیل کانٹے مظبوط کرنے کے لیئے اپنی تلواریں سونت لیں اور توحید کے مجاہدین سے ان کے دین کی وجہ سے لڑتے ہیں۔ پس انکے خوں بہائے اور انکی عزتیں لوٹیں اور انکی حرمتوں کو پامال کیا۔ انہیں ان کے گھروں سے نکالا اور انکے نکالنے میں دوسروں کی مدد کی۔ لہذا ان لوگوں کا ایسی جماعتوں کو مبارکبادیں دینا اور لوگوں کو ان کی صفوں میں شامل ہونے پر ابھارنا اور انکے جھنڈے تلے دین کے مددگاروں کے خلاف اکھٹے ہونا۔ یہ سب اللہ تعالی کے دین سے ردت اور کفر ہے۔ فرمان باری تعالی ہے:

{ إِنَّمَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُمْ مِنْ دِيَارِكُمْ وَظَاهَرُوا عَلَى إِخْرَاجِكُمْ أَنْ تَوَلَّوْهُمْ وَمَنْ يَتَوَلَّهُمْ فَأُولَئِكَ هُمُ الظَّالِمُونَ }

ترجمہ: "صرف ان لوگوں سے دوستی کرنے سے اللہ تعالی تمہیں منع کرتا ہے جنہوں نے تمہارے ساتھ تمہارے ساتھ دین کی وجہ سے لڑائی کی۔ اور تمہیں تمہارے گھروں سے نکالا اور تمہارے نکالنے میں دوسروں کی مدد کی۔ اور جو شخص ایسے لوگوں سے دوستی کرے گا تو وہی ظالم لوگ ہیں۔" (الممتحنۃ ٩)

اور اللہ تعالی نے فرمایا:

{ تَرَى كَثِيرًا مِنْهُمْ يَتَوَلَّوْنَ الَّذِينَ كَفَرُوا لَبِئْسَ مَا قَدَّمَتْ لَهُمْ أَنْفُسُهُمْ أَنْ سَخِطَ اللَّهُ عَلَيْهِمْ وَفِي الْعَذَابِ هُمْ خَالِدُونَ ! وَلَوْ كَانُوا يُؤْمِنُونَ بِاللَّهِ وَالنَّبِيِّ وَمَا أُنْزِلَ إِلَيْهِ مَا اتَّخَذُوهُمْ أَوْلِيَاءَ وَلَكِنَّ كَثِيرًا مِنْهُمْ فَاسِقُونَ }

ترجمہ: "آپ ان میں سے بہت سے آدمی دیکھیں گے کہ جو کافروں سے دوستی کرتے ہیں اور وہ بہت ہی برا ہے کہ جو انہوں نے اپنے آگے بھیجا کہ اللہ تعالی ان پر ناراض ہوا اور یہ لوگ عذاب میں ہمیشہ رہیں گے۔ اور اگر یہ لوگ اللہ پر ایمان رکھتے اور پیغمبر پر اور اس (کتاب) پر جو انکے پاس بھیجی گئی تو وہ ان (مشرکوں) کو کبھی دوست نہ بناتے لیکن ان میں زیادہ تر نافرمان ہیں۔" (المائدہ: ٨١ )

اور پاک ذات نے فرمایا:

{ إِنَّ الَّذِينَ آمَنُوا وَهَاجَرُوا وَجَاهَدُوا بِأَمْوَالِهِمْ وَأَنْفُسِهِمْ فِي سَبِيلِ اللَّهِ وَالَّذِينَ آوَوْا وَنَصَرُوا أُولَئِكَ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ }

ترجمہ: "بے شک وہ لوگ جو ایمان لائے اور ہجرت کی اور اپنے مال اور جان سے اللہ کے راستے میں جہاد کیا اور جن لوگوں نے رہنے کو جگہ دی اور مدد کی یہ لوگ باہم ایک دوسرے کے دوست ہیں۔۔۔۔"

۔۔۔آگے اس فرمان تک کہ:

{ وَالَّذِينَ كَفَرُوا بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ إِلَّا تَفْعَلُوهُ تَكُنْ فِتْنَةٌ فِي الْأَرْضِ وَفَسَادٌ كَبِيرٌ ! وَالَّذِينَ آمَنُوا وَهَاجَرُوا وَجَاهَدُوا فِي سَبِيلِ اللَّهِ وَالَّذِينَ آوَوْا وَنَصَرُوا أُولَئِكَ هُمُ الْمُؤْمِنُونَ حَقًّا لَهُمْ مَغْفِرَةٌ وَرِزْقٌ كَرِيمٌ }

ترجمہ: "اور جو لوگ کافر ہیں وہ باہم ایک دوسرے کے دوست ہیں۔ اگر اس (حکم مذکور) پر عمل نہ کروگے دنیا میں بڑا فتنہ اور بڑا فساد ہوگا۔ اور جو لوگ ایمان لائے اور ہجرت کی اللہ کی راہ میں جہاد کیا اور جن لوگوں نے (ان مہاجرین کو) اپنے یہاں ٹھہرایا اور انکی مدد کی یہی لوگ حقیقی مومن ہیں۔ انکے لیئے (آخرت میں) بڑی مغفرت اور (جنت میں) بڑی معزز روزی ہے۔" (الانفال ٧٢-٧۴ )

پس یہ تینوں وجہیں (حالتیں) کفر کا باعث بنتی ہیں خواہ کوئی ان میں کسی ایک کا بھی مرتکب ہو۔

ان لوگوں میں تو یہ تینوںوجہیں اکھٹی ہوچکی ہیں کہ جن کا ذکر ہمارے سائل بھائی نے کیا۔
لہذا اس میں کوئی شک نہیں کہ یہ بہت بڑے اور پکے کافر ہیں۔ اور جب ان کے پارلیمیٹیرین یا حکومتیں صریح کفر کا ارتکاب کرتے ہیں تو ان اسلامی ناموں کا (شریعت میں) کوئی اعتبار نہیں۔ یہ تو صرف اپنی جماعتوں اور پارٹیوں کو چمکانے کے لیئے استعمال کرتے ہیں۔

مثال کے طور پر سوال میں مذکورہ پارٹی "حزب اسلامی" اسی طرح "حرکۃ المقاومۃ الاسلامیہ" اور "حزب اللہ" ۔۔۔ وغیرہ جیسے نام جو کہ اہل سنت کے نزدیک کسی صورت میں بھی تکفیر کے مانع نہیں بنتے۔

تو یہ (اسلامی نام) پارلیمینٹیرینز اور ان ناموں کی طرف منسوب حکومتوں کے کاکفر ہونے میں کوئی رکاوٹ نہیں بنتے اگر ان میں تکفیر کی تمام شرائط پائی جاتی ہوں۔

یہ ہمارا فتوی ہے جبکہ اللہ تعالی سب سے زیادہ جاننے والا ہے اور سب سے بہترین فیصلہ کرنے والا ہے۔

bloody carpet of MR Zardaris' reconciliation politics is now jointly aiming to
destabilize Punjab-Pakistan  by threatening

MR Zulfikars'badmashi' abetted by MQM all over Pakistan under the umbrella of
President-Chairman MR Zardari.That is the name of PPP-Z.MQM politics;ruin and
disintegrate Pakistan, to keep power and trillions of dollars
illgotten,'bathakhori' wealth here and abroad.

My worry is how long the learned highest judiciary will remain silent spectator
to the extra constitutional, the poltical, partisan and duel functions of
President which has made him virtual despotic king, more powerful than Hosni
Mubarak and force him to respect the norms of law and constitutions.if it does
not,than we heading [khkam badhan]to

worst possible miserable future.

Iraq's capital wants the United States to apologize and pay $1 billion for the damage done to the city not by bombs but by blast walls and Humvees since the U.S.-led invasion that toppled Saddam Hussein.

The city's government issued its demands in a statement on Wednesday that said Baghdad's infrastructure and aesthetics have been seriously damaged by the American military.

"The U.S. forces changed this beautiful city to a camp in an ugly and destructive way, which reflected deliberate ignorance and carelessness about the simplest forms of public taste," the statement said.

"Due to the huge damage, leading to a loss the Baghdad municipality cannot afford...we demand the American side apologize to Baghdad's people and pay back these expenses."

The statement made no mention of damage caused by bombing.

Baghdad's neighborhoods have been sealed off by miles of concrete blast walls, transforming the city into a tangled maze that contributes to massive traffic jams. Despite a sharp reduction in overall violence in recent years only 5 percent of the walls have been removed, officials said.

The heavy blast walls have damaged sewer and water systems, pavement and parks, said Hakeem Abdul Zahra, the city spokesman.

U.S. military Humvees, driven on street medians and through gardens, have also caused major damage, he said.

"The city of Baghdad feels these violations, which have taken place for years, have caused economic and moral damage," he said.

U.S. troops pulled out of Iraq's cities in June 2009 before formally ending combat operations last August. Around 50,000 remain in Iraq but they are scheduled to withdraw by year end.

Baghdad is badly in need of a facelift. Electricity and trash collection are sporadic, streets are potholed and sewage treatment plants and pipes have not been renovated for years.

Iraq has seen growing protests in recent weeks over poor government services.

Zahra said the city's statement issued on Wednesday would be the start of its measures to get the United States to pay for damages but he did not say what other steps might be taken.

UPS sued for demanding Muslim shave beard

Sweden's Equality Ombudsman (Diskrimineringsombudsmannen, DO) has filed a lawsuit against parcel delivery company United Parcel Service (UPS) after the company dismissed a Muslim driver who refused to shave his beard.

In a lawsuit filed with Sweden's Labour Court (Arbetsdomstolen) on Monday, the ombudsman argued that the company should pay the man, a resident of Spånga northest of Stockholm, 150,000 kronor ($23,000) in compensation plus 42,000 kronor in lost income, as well as interest on both amounts.

"The rule has no legitimate purpose and is not appropriate and necessary," wrote Anders Wilhelmsson, the ombudsman office lawyer representing the man, in the filing.

The man was employed in June 2010 by the Uniflex staffing company, which intended to subcontract him to UPS as a driver. The contract was to last through the summer until August 31st, but the stated aim was a permanent position with UPS if all went well, according to DO.

During the recruitment process, the man was informed that UPS had a uniform policy under which drivers were not allowed to have beards. During the recruitment process, no one asked if he was prepared to shave his beard.

In addition, his beard growth was very minimal. As such, he believed his beard would not be a problem.

The man began his employment at UPS on June 7th, 2010. The first week was devoted to training. During that time, no one remarked about his beard, according to the lawsuit.

However, the following Monday just before his first run, his immediate supervisor told him he had to shave the beard the next day.

Since there were other colleagues in the vicinity, the man waited until the afternoon to speak to his supervisor again, but was nevertheless unable to make contact with his boss until the following morning.

The man told his supervisor that he was a Muslim and it was against his religious convictions to shave his beard.

The supervisor said it sounded strange to him because there were other Muslims at UPS who had shaved their beards, reiterating the policy was in place so that drivers would look clean and neat and that a beard was unacceptable.

According to the lawsuit, the man explained that there are different interpretations of Islam. He asked if it was possible to grant him an exemption since he had religious reasons and it was not a large beard.

The supervisor said he would discuss the issue with human resources and get back to him. At the end of the workday, the man was told by another manager that UPS stood by its policy and the company could not make any exceptions.

The man emphasised that it was a difficult decision for him because he wanted to remain at UPS, but that he had thought through the whole situation carefully and stood behind his stance.

The manager then informed the man that his contract would be terminated and asked him to return his uniform. Since the man's position at Uniflex was dependent on the contract, he also lost his job at Uniflex the following day.

The ombudsman argued in its lawsuit that the company's ban on beards was difficult to fulfill as it touched on decisions based on one's religion or beliefs.

As such, the man was disadvantaged by the application of an ostensibly neutral rule that could specifically discriminate against people with religious beliefs.

Local Sweden Democrat: 'ban' practicing Muslims

A local politician from the far-right Sweden Democrats argued during an election debate on Thursday that Muslims shouldn't be allowed to practice their faith in Strömsund in northwestern Sweden.

"I don't think someone should be allowed to be a practicing Muslim in Strömsund," Sweden Democrat Mikael Säbom said on Thursday during a live election debate broadcast on Sveriges Radio Jämtland.

Since 2006, the town of just over 4,000 residents has taken in scores of Muslims from Uzbekistan in the wake of a 2005 crackdown by Uzbek government troops in Andijan in which hundreds of protesters were killed, although the exact number of casualties remains in dispute.

At the time of the incident, known as the Andijan massacre, the Uzbek government claimed the demonstrations were organized by the Islamic radicals.

Strömsund has seen a rise in hate crimes, from racist graffiti to the burning down of a mosque in the city two years ago.

Säbom, who stands at the top of the Sweden Democrats' list of candidates for election to the local council, later refused to elaborate on his comments when approached by the newspaper.

A spokesperson from the Sweden Democrats headquarters in Stockholm claimed that Säbon's comments had been "misinterpreted", but added that the party stands behind the politician's argument.

One of Strömsund's estimated 150 practicing Muslims who wished to remain anonymous told Aftonbladet he's "very worried" about the Sweden Democrats gaining seats in the Riksdag.

The party's number two candidate in Strömsund, Peter Dahlsted, nevertheless remained upbeat about the Sweden Democrats' prospects, claiming that the influx of Muslims from Uzbekistan was a major driver for growth in the party's support locally.

"Many come up to us and dare to say what they think," he told Aftonbladet.

"It mostly has to do with the Uzbeks; that they're disruptive in one way or another."

School refuses to enrol student with Arabic name

A 13-year-old female student has submitted a complaint to the Discrimination Ombudsman (Diskrimineringsombudsmannen, DO), charging that a school refused to enrol her because of her Arabic-sounding name.

On June 10th, the day schools closed, the girl applied to Husbygårdsskolan in Kista northwest of Stockholm for the next semester, she wrote in a notification dated July 2nd.

The following day, her mother, a co-complainant, received a message from a school secretary, saying that there were no more places at the school and that the application was rejected.

The secretary then asked if the school should rip up the application and the student's mother, unaware of the consequences, said yes.

Suspicious, a week later on June 18th, the subject's older sister called the principal, claiming to be a Swedish woman named "Annelie" seeking a spot for her son "Johan," who was the same age as her, or about to enter grade eight.

"The headmaster became totally lyrical and implored that 'Annelie' make contact with the school secretary in charge of the admission process as soon as possible," wrote the complainant. "The principal said that there was room at the school and closed the conversation by saying, 'See you in the fall.'"

The girl's sister called and again pretended to be "Annelie," this time for the secretary at the invitation of the rector.

"[Blacked out] was also very happy about 'Annelies'' and 'Johan's' interest in the school and assured that there were places before the autumn holidays for grade eight because they had reorganised the school to create a large grade eight class from two former grade seven classes," the complainant wrote.

According to the notice, the secretary offerd to pick "Annelie" up along the way and guide her around the school so that she could see the school buildings.

Two minutes later, after ending the call, the child's mother called using her own Arabic name and asked if there was space since her request was previously denied.

The secretary allegedly replied "rather angrily" that "there was no place, that it was full, that there was a lack of space." Instead, the mother was offered to return later in the autumn if the situation changed, but everything was full.

"I, my mother and my sister, as well as our whole family was deeply offended by this treatment and want the Discrimination Ombudsman to act speedily to defend our rights and help us obtain redress," the complainant wrote.

The girl attached transcripts of the phone calls made on June 18th to her complaint, adding that the Office for Equal Rights (Byrån för Lika Rättigheter) had the original audio files.

UNDP Chief Unveils New Homes for Pakistan’s Flood Victims

 

 

 

Karachi, 20 February 2011Helen Clark, Administrator of the United Nations Development Programme (UNDP), visited Sindh yesterday, the southern province of Pakistan, and the region most affected by the unprecedented floods which tore through this area last July.

 

In Sindh, Helen Clark visited the city of Khairpur Nathan Shah and the village of Bagho Teweno in the Dadu districts, where a UNDP programme, with funds from Japan, helps pump out stagnant flood water and clean up the waste debris.  This work will be critical in preventing the spread of epidemics and disease in the warmer months ahead. 

 

Helen Clark met women heads of household, whose homes were washed away by the floods, and presented them with ownership certificates for their new homes. These houses have solar lanterns and solar water heaters while communal places are lit by solar street lights. They were built by local communities though cash-for-work schemes, which offer a means for people to earn a living again while rebuilding their communities.

 

“It is a privilege to be able to support people to rebuild their homes and livelihoods after those devastating floods,” Helen Clark said.  “Much remains to be done. It is important to continue to support Pakistan’s recovery.”

 

Shama Bibi, mother of five and a proud owner of her new house said, “This house is spacious and well built. It will last us many years.”

 

The floods have affected more than 18 million people, more than ten percent of Pakistan’s population.  Seven million people were affected in Sindh province alone.

 

As part of its early recovery programme, UNDP is helping Sindh and other flood-affected areas revive livelihoods and basic infrastructure through job creation, and strengthening of local government offices. To date, UNDP has mobilized USD 90 million for the Early Recovery Programme of USD 120 million with the generous support of the international community including Japan, European Union, USAID, Australia, Italy, Kuwait and the COFRA Foundation of Switzerland.

 

During her visit to Pakistan, Helen Clark is meeting government leaders and officials, representatives of civil society organizations, and the donor community. She is also discussing UNDP’s support for the country’s recovery from the floods, and steps towards achieving the Millennium Development Goals (MDGs). She is also attending a ceremony marking the 20th anniversary of the launching of the annual global Human Development Reports and the contribution of Dr. Mahbub ul Haq to the human development paradigm.

 

Helen Clark became the Administrator of UNDP on 17 April 2009. She is the first woman to lead the organization.
