Authorities have placed senior separatist leaders
including Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Muhammad Yasin
Malik under house arrest.

The Hurriyat Conference (G) chairman Syed Ali Shah Geelani, who was
scheduled to address a public rally at Hazratbal here, remained under house
arrest for the third consecutive day today.

"The state government foiled our public rally by keeping Geelani sahib under
house arrest. He has been kept under house detention since Wednesday
evening," spokesman of the amalgam, Ayaz Akbar, told Greater Kashmir.

Hurriyat Conference (M) chairman Mirwaiz Umar Farooq and Jammu and Kashmir
Liberation Front chairman Muhammad Yasin Malik were also placed under house
detention this morning.

A spokesman of the Hurriyat (M) said that police cordoned off Mirwaiz's
Nageen residence this morning and informed him that he cannot venture out.

"All other leaders including Prof. Abdul Gani Bhat, Bilal Gani Lone, Nayeem
Ahmed Khan, Zaffar Akbar Bhat and Shahid-ul-Islam were also placed under
house arrest," he said.

He further said that scores of the activists of the conglomerate were also
detained by police during raids in downtown area of Srinagar.

A JKLF spokesman, condemning the government action, said a large contingent
of police this morning laid siege around Malik's residence to put him under
house arrest.

"Malik was scheduled to address a public rally, but it was cancelled after
he was placed under house arrest. This reflects that dictatorial curbs are
being imposed on democracy, justice and peaceful struggle. It is being done
to create graveyard-like silence in Kashmir," he said.

The police also detained Democratic Freedom Party chairman Shabir Ahmed Shah
last night in Thatri area of Jammu.

A JKLF (R) Spokesman said police arrested its senior vice-chairman Javaid
Ahmad Mir and Muhammad Shafi Dar, younger brother of Front chairman Farooq
Ahmad Dar, last night and lodged them in Mahraj Gunj and Shaheed Gunj police
stations respectively.

Budget Proposals:

Reintroduction of Wealth Tax demanded

Islamabad: [May 27]

The Pakistan Economy Watch (PEW) on Friday said that reintroduction of across the board Wealth Tax on affluent class of society can help government generate enormous funds.

Alternatively, government can consider levying Wealth Tax on exempted income like agriculture, capital gains, asset gains, and remittances, it said.

This will help shrink black economy, contain artificial hikes in property market, safeguard small investors, and help government it meet budgetary targets, said Dr. Murtaza Mughal, President, PEW.

Expenditure side is growing while income is sliding due to war on terror, performance of FBP and lack of financial discipline, he said while talking to tax and banking consultant Mohsin Rafique.

In this scenario, he said, wealthy should contribute their share of taxes to the national exchequer for the greater cause of national development.

Dr. Murtaza Mughal said that over six thousand people are involved in realty business in Clifton and DHA Karachi alone, meaning thereby that real property business can fetch around one trillion rupees if taxed properly.

He said that Wealth Tax Act was abolished on the demand of a former finance minister, which was a great disservice to the nation that helped few amass wealth while pushing millions below the line of poverty.

Repulsion of the Act triggered influx of enormous wealth in the stock and property markets, which was the beginning of unholy manoeuvrings in these sectors that resulted in miseries to the millions of small investors, he informed.

At the occasion, Mohsin Rafique said that majority of businesspersons show their enterprises in loss to avoid taxes while claiming income from exempted sectors to justify lavish living.

People would invest million and billions in business but would not pay tax matching salary of their one employee, he said adding that lifestyle and tax contribution needs to be correlated.

Stress on increase in power tariff, petroleum prices and hiking rates of the tax would remain counterproductive, said Mr. Rafique adding that Wealth Tax, if introduced, will boost economy without need to impose controversial Value Added tax.

Press Release
While addressing people at Nai Basti Dangerpora Senior Hurriyat leader
and Chief Patron Islamic Political Party (jk) Mr. Mohammad Yousuf
Naqash has said that people of Kashmir are perpetually striving and
supremely sacrificing for freedom but unfortunately some handful of
people among us while coming down from the principled stand are on
their own devising new road maps inspite of this fact that India is
hell bent on sticking to its unprincipled chankiyan policy on Kashmir.
And these self devised so called road maps are clear deviation from
the principled stand. By doing so they are intentionally trying to
create confusion and are not only toying with the principled stand
FREEDOM but are hell bent on weakening the case. It is the need of the
hour that Kashmiris entrust the job of talking to those people only
who will remain strictly stick to the principled stand and will do the
talking within the confines of this principled stand.
