Wars and American Roads

The disastrous impact of the decade long distant wars is writ large on the deteriorating roads of the United States. Bumpy, pot-holed, eroded roads are now an eye sore for the commuters and drivers who hurl curses when rudely jerked by a road with a ditch or that is crudely plastered. These roads used to be sparking, soft, and smooth and properly lined-up a decade ago.

In downtown or interior of cities such a Dallas, Fort Worth and various counties and cities, the roads are coming off and remain so for weeks and months without being repaired. The city administration's departments looking after the roads send inexperienced and technically unfit contractors or the workers to fill the gaping holes.

They simply dump lumps of coal-tar or similar material on the pothole without leveling it off. The bump or the protruded mound gives a jerk to every car or vehicle that passes over it.

I have been traveling on 408 spur road (linking loop 12 and I-20) for quite some time. There was a cleavage on the location where the link road would join with the I-20 highway. The fissure was quite irritating as there was a sharp iron ingot that imbedded on one side of the cleavage.

That cleavage was there for almost a year and had been shattering every vehicle that would pass over it. The sharp steel portion would erode or shave off the tire bit by bit if one has to per force travel on that road two times a day.

It was after almost a year that it was repaired by plastering it with a one foot wide layer of asphalt but it still is uneven and keeps the drivers in a state of alert when approaching it.

The Dallas Fort Worth Metroplex that is a conglomeration of several cities and   counties is infested with worn out and decrepit roads both two-way and one-way. The upper layers on most of these roads are corroding for years now but the municipal authorities have never thought of repairing or resurfacing these.

One can cite the roads in Arlington and in Grand Prairie in such poor conditions that one would simply recall the period before the world war second or when America had not attained the astonishing level of modernity, wealth and prosperity.

The interstate highways and motorways were constructed in America during the great depression of 1930s when people were ready to work even for a penny an hour. The labor was as cheap as dust or the running water in rivers. A few highways were later added but there is a dire need to expand these interstate autobahns to cater for the burgeoning traffic.

Inside the cities the lane delineation marks have faded on many roads and it would be quite hazardous to keep the vehicle on the right track to avoid accident. At night, because of the insufficient light, the danger of safe driving on these dilapidated roads heightens. Most of the roads in Texas and perhaps in other states are in a state of acute disrepair.

There used to be signboards indicating the next road in order for the drivers to be able to take right or left turn or remain in the middle. On most of the city roads those signs are missing and it becomes quite an ordeal at the fag-end to turn to the extreme left or right depending upon one's location on the road.

The traffic lights that should reflect after sunset so that the names of the streets can be read are, dim or opaque on countless roads making the drivers crazy and desperate. In their bid to focus on the road name by looking up, there are possibilities of accidents that have happened and are still happening.

Comparing the worsening and dilapidated conditions of roads in many cities and localities, one is reminded of the poor third countries where such road mismanagement prevails and there is always a mess and mayhem on the roads. The examples of such countries are Pakistan, Egypt, Thailand, India, Bangladesh, and Indonesia to name a few.

The paramount question is why this decline and decay is taking roots and spreading ominously. The reasons are not difficult to figure out. The United States has been funneling money to distant lands to wage wars after the World War II and there is no respite in it except a brief interregnum after the ruinous Vietnam War.

The adverse fallout of spending abroad in countries like Iraq and Afghanistan at the cost of the welfare and upkeep of its own people is dreadfully manifest in deteriorating civic and socio-economic conditions within America. The United States is building roads and highways and schools and hospitals in Iraq but not doing it for their own population who pay taxes for a decent life.

The burgeoning bill on wars is gradually robbing the splendor and glitter on the face of United States as a super power that we see in the Hollywood movies and that was factual a few decades ago. In commercial movies and in documentaries we would think of America as a wonderland.

Even from statements of the visitors to this magnificent country, we would come to know with awe, about the high-rise buildings, the sky-scrappers, the wide roads sparkling with profusion of lights, glittering wide bodied cars and carefree citizens kicking around with glare of happiness on their faces.

That period of bliss has gone and now the American citizens find the Kroger closed at midnight, the Walmart opening one or two registers at night and the shoppers making long queues wasting their precious times.

The larceny and thefts and crimes have been on the rise. The psychological and mental pressures and depression, due to financial hardships and unable to sustain and pay bill on times and go out for vacation breaks, are visible on the faces of countless citizens that we come across.

The social security is under pressure as are the health and human services. The request for unemployment wages are escalating. The educational institutions and hospitals are curtailing their services and staff thus negatively impinging upon the marvelous standards this glorious country was famous for.

The inflow of foreign students has drastically slowed down if not halted altogether. The research and scientific inventions and discoveries are on the backburner as there are not enough funds to cater for these highly vital enterprises.

In a nutshell, United States is being pushed backward because the wealth that it creates is being wasted on counterproductive pursuits, projects and ventures. Ironically United States is running its war machine on the credit given by ideologically and economically global rival China. With this credit America is keeping its distant war tempo intact. It is like burning money in a furnace getting ash in return.

How long United States can maintain these fruitless wars and keep its own people suffering from and deprived of the benefits and comforts of a modern society, is a stultifying projection.

The Western Europe that was rebuilt and rehabilitated after the Second World War with America's financial support has created societies that are resplendent with abundance of the modern civic amenities and galore of social benefits. Has the decline like great empires of the past, has started earlier in the Unites States than it should have been?

FBR has surpassed Last Year's Total Revenue Collections in the First Week of June 2011

 

FBR has surpassed last year's revenue collections of Rs. 1327.38 Billions in the first week of June, 2011. A comparison reveals that in fiscal year 2009-10, total collection of Rs. 1327.38 Billions was made by the close of that year. However, the collection Rs.1336.77 upto the first week of June for FY 2010-11, shows a marked increase over the previous year's total Revenue Collections. Current FY still has 21 days to go, expecting a substantial increase in Tax Collection, for meeting committed revenue targets.

FBR spokesperson, Ms Riffat Shaheen Qazi informed that the visionary leadership of FBR, through its extraneous efforts during the 4th quarter of CFY, has made it possible to achieve the remarkable revenue collections. She further reaffirmed the resolve of FBR's Tax Machinery, under the able leadership of Mr. Salman Siddique, to achieve its assigned revenue targets, by the close of current Fiscal year, 2010-11.

We protest on the words of a news item being aired by Geo TV
network as " Arrest warrants issued for retired general ".

There is a henius agenda behind these words against Pakistan
and pakistan army. We condemn these words strongly and demand
lifting of this news item immediately.

If this is the editorial policy of Jang group then they are exposed
otherwise , some heads should roll here in Geo network as well
as their group has been demanding from other institutions.

کراچی11جون 2011: سپریم کورٹ آف پاکستان کے سابق جج اور سابق گورنر سندھ فخر الدین جی ابراہیم نے رینجرز کے ہاتھوں سرفراز شاہ کے سفاکانہ قتل کی پرزور مذمت کرتے ہوئے کہا ہے کہ ظلم اور سرکاری دہشت گردی اس حد تک بڑھ گئی ہے کہ لوگ سڑکوں پر نکلنے پر مجبور ہوگئے ہیں۔ وہ ہفتہ کی سہ پہر کراچی پریس کلب کے باہر کراچی یونین آف جرنلسٹس(دستور) اور کرائم رپورٹرز ایسوسی ایشن کے زیر اہتمام مقامی ٹی وی چینل کے رپورٹر سالک شاہ کے بھائی سرفراز شاہ کی رینجرز کے ہاتھوں سفاکانہ قتل  اور واقعے فلم بندی کرنے والے آوازٹی وی چینل کے کیمرہ مین عبدالسلام کو ملنے والی دھمکیوںکے خلاف احتجاجی مظاہرے سے خطاب کررہے تھے۔ مظاہرے سے سابق صدر کراچی پریس کلب امتیاز خان فاران، نائب صدر عامر لطیف، کے پی سی کے ڈپٹی سیکریٹری جنرل محمد عارف خان، کرائم رپورٹر ایسوسی ایشن کے سمیر قریشی اور دیگر نے بھی خطاب کیا۔مظاہرے میں صحافیوں کی ایک کثیر تعداد نے شرکت کی، صحافیوں نے ہاتھوں میں پلے کارڈ اور بینرز اٹھا رکھے تھے جس پر ''سرفراز شاہ کے قاتل اہلکاروں کو بوٹ بیسن پر سرعام پھانسی دو ''سمیت دیگر عبارات درج تھیں۔ فخر الدین جی ابراہیم نے کہا کہ ملک میں آئین اور قانون کی بالادستی ہونی چاہئے۔ کوئی ادارہ قانون سے بالاتر نہیں ہے جو لوگ ظلم کے خلاف سڑکوں پر نکلے ہیں میں ان کو سلام پیش کرتا ہوں۔ انہوں نے کہا کہ کراچی یونین آف جرنلسٹس(دستور) نے جس مشن کا بیڑا اٹھایا ہے اس کی میں مکمل حمایت کرتا ہوں اور اس کے ساتھ ہوں۔ محمد عارف خان نے اپنے خطاب میں کہا کہ سیکورٹی اہلکاروں کا کام عوام کے جان و مال کے تحفظ کو یقینی بنانا ہے لیکن شہر کراچی اور ملک کے مختلف علاقوں میں سیکورٹی اہلکار عوام کو کھلے عام گولیوں کا نشانہ بنا رہے ہیں ۔سرفراز شاہ کے قتل کا مقدمہ انسداد دہشت گردی کی عدالت میں چلایا جائے۔ انہوں نے کہا کہ رینجرز کو کراچی میں امن و امان کی فضاء قائم کرنے کے لئے بلایا گیا تھا تاکہ وہ لوگوں کی حفاظت کرے۔محمدعارف خان نے عبدالسلام سومروکورینجرزاور پولیس کی جانب سے ملنے والی دھمکیوں کی شدید الفاط میں مذمت کرتے ہوئے کہا کہ اگرعبدالسلام سومرو کو کچھ ہوا تو اس کے تمام تر ذمہ دار رینجرزاور پولیس حکام ہوں گے۔سینئر صحافی اور کراچی پریس کلب کے سابق نائب صدرعامر لطیف نے کہا کہ دہشت گرد نہتے معصوم لوگوں پر گولیاں برساتے ہیں جس سے کتنے ہی معصوموں کی جانیں ضائع ہوجاتی ہیں اور جب رینجرز کو بلایا جاتا ہے تو وہ کہتے ہیں کہ یہ ''ہمارا کام نہیں ''یا ''ہمیں گولی چلانے کا آرڈر نہیں''سوال یہ پیدا ہوتا ہے کہ جب دہشت گردی کے واقعات ہوں تو رینجرز خاموشی تماشائی بن جاتی ہے ۔ لیکن جب نہتے اور معصوم عوام کی بات آئے تو اُسے گولیوں سے بھون دیا جاتا ہے یہ کہاں کاانصاف ہے ؟ سرفراز شاہ نے خود کو رینجرز حوالے کردیا تھا لیکن پھر بھی اسے گولیوں سے کھلے عام قتل کردیا گیا جو کہ سیکورٹی اداروں کی کارکردگی پر سوالیہ نشان ہے اور لمحہ فکریہ ہے ۔ دریں اثناء کراچی یونین آف جرنلسٹس نے سینئر صحافیوں خورشید عباسی، ارباب چانڈیو، منظور سولنگی اور فیاض وڑائچ کے خلاف اغواء کی ایف آئی آر درج ہونے کے خلاف شدید الفاظ میں مذمت کی۔

کراچی11جون 2011:کراچی یونین آف جرنلسٹس (دستور) نے عبدالسلام سومرو کو بہادر صحافی کا ایوارڈ دینے کا اعلان کیا ہے۔ یہ اعلان ہفتہ کی سہ پہر کراچی پریس کلب کے باہر کراچی یونین آف جرنلسٹس کے زیر اہتمام سرفراز شاہ کے سفاکانہ قتل کے خلاف احتجاجی مظاہرے کے دوران کے یو جے کے خازن راجہ کامران نے اپنے خطاب میں کیا۔ انہوں نے کہا کہ عبدالسلام سومرو نے جس بہادری اور ہمت کا مظاہرہ کرکے سرفراز شاہ کے واقعے کی کوریج کی اور عوام کو حقائق سے آگاہ کیا، ہم انہیں خراج تحسین پیش کرتے ہیں اور وہ یقیناً ایوارڈز کے مستحق ہیں۔ کے یو جے عبدالسلام سومرو کو بہادر صحافی کا ایوارڈ پیش کرے گی۔

FBR Extends Warehousing Period and Waiver off Penal Surcharge on overstayed Warehoused goods.

Federal Board of Revenue has issued a notification No. SRO 595(1)/201 dated 10th June 2011 whereby penal surcharge on goods not cleared within
 
the prescribed period has been fully waived off.
 
The FBR has provided relief to the business community by extending the warehousing period and waiving off the penal surcharge on overstayed
 
goods, lying un-cleared in the Customs Bonded warehouse.
 
This measure has been taken to facilitate the trade and industry and commercial importers who have not been able to clear their goods in time on
 
payment of duty and taxes.
 
This facility is for ex-bond clearances to be made for the period from 10.06.2011 to 30.06.2011.

UNICEF and ILO call for end to hazardous and exploitative child labour on World Day Against Child Labour

Islamabad, 12 June 2011: In a joint statement to mark the World Day Against Child Labour, the International Labour Organisation (ILO) and UNICEF today called for renewed efforts to end the worst forms of child labour in Pakistan.

In a new report issued for the World Day Against Child Labour, the International Labour Organization (ILO) warns that a staggeringly high number of children are still caught in hazardous work — some 115 million of the world's 215 million child labourers—and calls for urgent action to halt the practice.

The worst forms of child labour are often the most invisible and there is little current data available in Pakistan. Without reliable information, governments and partners are unable to develop policy and target programmes to help the most vulnerable. Presently, the only national level data is from the 1996 National Child Labour Survey conducted by the Federal Bureau of Statistics, which estimated 3.3 million child labourers in Pakistan.

In Pakistan, children under the age of 14 are involved in hazardous, physically demanding and exploitative sectors that include brick kilns, rag picking, crop agriculture, fishing, domestic service, mining and quarrying, and street and service industries. Along with the physical toll that this takes on children's bodies and minds, a child engaged in child labour will often not be able to attend school nor enjoy time for play and socialising with peers.

The flow-on effects of these child rights violations are enormous: child labour is systematically undermining progress towards the attainment of Pakistan's Millennium Development Goals (MDGs) on poverty reduction, education, HIV/AIDS and gender equality.

"Child labour is an urgent issue for the Millennium agenda. Unless millions of children currently working in hazardous conditions are reached, the goals of attaining universal primary education (MDG 2) and gender parity in primary and secondary education (a key indicator for MDG 3) will not be reached" said Dan Rohrmann, UNICEF Pakistan's Representative. "Safe, accessible and high-quality education is the best way to encourage families to send their children to school and to prevent children from engaging in the worst forms of labour."

"The ILO is providing technical assistance to the Federal Bureau of Statistics, Government of Pakistan to conduct the second national Child Labour Survey during 2011-2012. The new child labour survey will provide updated statistical information on the extent of child labour, including hazardous forms of child labour, within the country. This data will support our efforts to advocate for the rights of children, and to overcome hazardous forms of child labour", said Hugh Odhams, Officer-in-Charge, ILO Islamabad office.

In Pakistan, UNICEF, ILO and partners support the Government to implement equitable national programmes that aim to increase school enrolment and access to education and other social protections for the most disadvantaged children and their families.

"Not all work children perform is harmful. Work that is age appropriate and that does not interfere with schooling and leisure time can be a normal part of growing up in rural communities", said Rohrmann.

ILO and UNICEF jointly support the global Roadmap for achieving the elimination of the worst forms of child labour by 2016, which calls for an integrated response to child labour.
