World Health Organization (WHO) scales up humanitarian support in Sindh

KARACHI, 7 October 2011: "In view of the current flood crisis, World Health Organization (WHO) will be scaling up its humanitarian response in all the affected areas in Sindh to address the health issues faced by the population displaced by the floods. WHO is already working side by side with the Sindh provincial and district health authorities and health implementing partners to comprehensively address health problems, but more funds are urgently needed in order to save precious human lives." This was stated by Dr. Guido Sabatinelli, the WHO Representative in Pakistan, while speaking to the provincial Secretary Health and other senior officers of the Health Department during his visit to Sindh that concluded yesterday.


A special mission comprised of senior technical experts of the WHO Country Office and Sindh provincial sub-office visited the WHO Humanitarian Hubs in Hyderabad and Sukkur to see and hear first-hand about the health impact of the flood emergency and the organization's operations throughout Sindh. They visited hospitals, health centers, nutrition stabilization centers, immunization sites and displaced persons in Hyderabad, Sukkur, and Larkana including Naudero, Garhi Khuda Bakhsh, and Community Midwives workstation in Village Katchi Unar.


WHO has been collaborating with the health authorities and implementing partners, to reduce the burden of preventable deaths and illness through life-saving interventions among flood-affected populations since the 2010 mega flood, but the current floods in South Pakistan and the poor donor response has stretched the capacity of the health authorities and the organization to address the factors contributing to the main mortality risks such as acute diarrhea, pneumonia, malaria, measles, malnutrition, and maternal and neo-natal mortality.

WHO's Emergency and Humanitarian Assistance (EHA) team has been focusing on the provision of essential primary health care and health services to the affected population; mitigation of communicable disease outbreaks through intensive surveillance and early response to disease threats; environmental health interventions including water quality analysis and treatment with priority given to schools and health institutions; health education informing the general public; ensuring the provision of emergency essential reproductive health services; and the treatment of acute malnutrition and nutritional surveillance. 

The mission concluded that the conditions in which the flood-displaced persons are living in camps and temporary settlements is highly critical, with limited access to safe water and no functional sanitation facilities. WHO Communicable Disease Epidemiologist, Dr Rana Kakar, stated that "Overcrowding, inadequate hygiene and poor nutrition increase the vulnerability of the affected population, and the situation continues to deteriorate with every passing day so that the risk of an overwhelming outbreak of waterborne disease is dangerously increased. Surveillance teams have already identified 57 outbreaks of diarrhea, but they were at an early stage where they could be controlled by prompt action."  During the investigations, more than 96% of the 294 water sources tested by WHO environmental health team were found contaminated.  In response, WHO provided hygiene kits, Jerry cans, water filters, water disinfection tablets and hygiene information. In view of the threat of diarrhea and cholera, WHO has strengthened some hospitals to provide diarrhea care by provision of inpatient beds and medical supplies. 

As many health facilities are still under water in Badin, Mirpurkhas and Sanghar, mobile teams are providing very basic health services.  In other districts, health facilities serving the flood -affected people were also found to be highly unhygienic, due to lack of water and sanitation services.  While 805,264 patient consultations have been reported, serious gaps exist in nutrition, and maternal, newborn and child health coverage, and immunization, not only in officially registered camps for displaced population but also for the rest of the population.  Only 32% of health facilities in these districts have adequate stocks of medicines, vaccines, equipments and other consumables to last more than one week.  WHO has provided essential medicines to Sindh flood-affected population directly or through its implementing partners to cover approximately 450,000 people but the needs are obviously greater.

In collaboration with health partners, WHO interventions are scaling up efforts of local health facilities to provide emergency essential reproductive health services including antenatal and postnatal care and developing referral mechanisms for them through social mobilization, training of female paramedics and provision of the necessary supplies and logistics. The nutritional needs of infants and very young children are being addressed through stabilization centres with provision of equipment and medicines and proper monitoring, particularly for the severely malnourished children.

In view of the emergency situation, WHO senior technical experts held a marathon meeting with the Sindh Health Secretary Mr Rizwan Ahmed and the top leadership of the Sindh Health Department including Special Secretary Health Dr Sikander Panhwar, Additional Secretary Development Dr Khalid Sheikh, Director General Dr Hafeez Memon to delineate the government - WHO biennial program for 2012 and 2013. The WHO's Country Cooperation Strategy for the next six years was also introduced including steps to be taken in the post-devolution scenario of the Health Sector. Mr Rizwan Ahmed strongly praised the efforts of WHO describing it as a trusted technical partner of the Government of Sindh.    

Dr Jorge Martinez, WHO EHA Coordinator, described the donor response this year, "As of today, besides Norway which supports selected districts in Sindh, the USA, UK and Spain are the only donor countries which have pledged funds in support of WHO to assist the millions of flood affected Pakistanis. These donations account to only 9% of the funding needs of the health sector to properly response to the emergency".(#)

لاہور: پاکستان مسلم لیگ کے سینئر راہنماء جو ناروال کے حلقہ این اے 117 سے تعلق رکھتے ہیں، اپنے علاقے میں ایک " ڈان"کے طور پر ابھر کر سامنے آئے ہیں۔ ان کے اس غیرشریفانہ کردار نے ان کی اپنی پارٹی کے رہنماؤں کو پریشان کر دیا ہے جو ان کی 'غنڈہ گردی' اور بھائیوں کے لیے اقربا پروری سے بہت تنگ ہیں۔ احسن اقبال اور ان کے رشتہ داروں کے خلاف لاہور پریس کلب میں ہونے والے ایک مظاہرے میں ساٹھ سالہ عبدالغنی کی موت جس کا تعلق ڈھوک چک بس اڈا ناروال سے تھا، کی وجہ سے پہلے ہی عوام میں بہت غصہ پایا جاتا ہے۔ تاہم اس کے باوجود مسلم لیگ نواز پر اس کا کوئی اثر نہیں ہوا جس سے یہ تاثر ملتا ہے کہ احسن اقبال کو ان کی پنجاب میں حکومت کرنے والی پارٹی نے یہ لائسنس دیا ہوا ہے کہ وہ ان کی حمایت سے جو چاہیں کرتے رہیں۔

پارٹی کے مرکزی سیکریٹریٹ میں ذرائع نے یہ انکشاف کیا ہے کہ احسن اقبال نے ناروال میں اپنی حکومت قائم کرلی ہے جہاں سے وہ تین دفعہ الیکشن جیت کر رکن پارلیمنٹ بن چکے ہیں اور انہیں جتانے میں ان کی والدہ آپا نثار فاطمہ کے رشتہ داروں رانا رمضان اور رانا افضل نے بہت اہم کردار ادا کیا ہے۔ پاکستان مسلم لیگ نواز کو احسن اقبال اور ان کے رشتہ داروں کے بارے میں بہت ساری شکایتں موصول ہوئیں جن میں کہا گیا تھا وہ سب ڈرگز اور انسانی سمگلنگ میں ملوث ہیں اور اس کے علاوہ لوگوں سے بھتہ بھی وصول کرتے ہیں۔ ان کے بیشتر رشتہ دار اپنے آپ کو ایم این اے یا ایم پی اے سے کم نہیں سمجھتے اور جو ان کی بات نہیں مانتے، انہیں ہراساں کرنے کے علاوہ اغواء یا قتل بھی کیا جا سکتا ہے۔

ایڈوکیٹ احسن اختر، جو کہ احسن اقبال کے رشتہ داروں کے خلاف عدالت میں ایک کیس لڑ رہے ہیں نے 'پاکستان ٹوڈے' کو بتایا کہ احسن اقبال حکومت میں اپنا اثر و رسوخ استمعال کر کے کڑروں روپے کے کنٹریکٹ لے کر اپنے کزنز کو دیتے رہتے ہیں۔ ان کے رشتہ دار بہت مال بنا رہے ہیں اور اس کے علاوہ اپنی مرضی کے ٹرانسفر اور پوسٹنگ بھی کراتے ہیں۔

احسن اقبال اس کے علاوہ اپنی دور طالبعلمی سے ایک بدنام زمانہ مائیگریشن کیس کے حوالے سے بھی خبروں میں رہے ہیں۔ احسن اقبال نے ٹیکسلا انجیرنگ یونیورسٹی سے لاہور کی انجیرنگ یونیورسٹی میں تبدیلی کے لیے سیاسی اثرو رسوخ استمعال کیا تھا۔ گیارہ مئی 1978( جنرل ضیاء کا دور جس میں احسن اقبال کی والدہ آپا نثار فاطمہ فوجی آمر کے بہت قریب سمجھی جاتی تھیں) کے سینڈیکٹ اجلاس کے منٹس سے یہ انکشاف ہوتا ہے کہ ان دو یونیورسٹیوں کے درمیان اس طرح کے کسی طالب علم کو تبادلہ کرانے کی کوئی گنجائش نہیں تھی کیونکہ طالب علم ان دو اداروں میں میرٹ پر داخل ہوتے تھے۔ تاہم سینڈیکٹ نے احسن اقبال رجسٹریشن نمبر 76-UCET-18 کو ٹیکسلا سے لاہور یونیورسٹی تبادلے کی اجازت دے تھی۔

پاکستان مسلم لیگ نواز کے ایک سینئر لیڈر کے مطابق احسن اقبال اپنی سازشوں کی وجہ سے بھی بہت مشہور تھے۔ جب نواز شریف جلاوطنی کاٹ رہے تھے تو وہ سازش کرکے پارٹی کے مرکزی انفارمیشن سیکرٹری بن گئے۔ صدیق الفاروق کو پارٹی کا انفارمیشن سیکرٹری بنانے تک کا نوٹیفیکشن بھی جاری کر دیا گیا تھا ۔ تاہم احسن اقبال نے سابق ڈپٹی سپیکر پنجاب اسمبلی جعفر اقبال گجر کے ساتھ مل کر یہ سازش تیار کی اور نواز شریف کو ذہن بدلنے میں اہم کردار ادا کیا ۔

اپنے بدتمیزانہ اندار گفتگو کی وجہ سے ان کا اپنی پارٹی کی سینئر قیادت کے ساتھ تعلق کوئی اچھا نہیں ہے۔ وہ دوسروں کے مقابلے میں اپنے آپ کو ذہانت، پروفیشنل ازم اور تعلیم میں بہت بہتر سمجھتے ہیں، لہذا وہ کسی کو خاطر میں نہیں لاتے اور سولو فلائٹ پر یقین رکھتے ہیں۔ مسلم لیگ نواز کے ایک لیڈر نے بتایا کہ احسن اقبال نے اپنے چھوٹے بھائی مجتبی جمال کو پنجاب حکومت کے لیگل پینل پر ایڈجسٹ کرایا۔ مجتبی احسن جیل کمیٹی کے رکن ہیں۔ جیل سے متلعقہ تمام تر قانونی کارروائیاں، کیسز جو ہوتے ہیں، وہ ان کے ہاتھوں سے ہو کر عدالتوں میں جاتے ہیں اور موصوف دونوں ہاتھوں سے مال کما رہے ہیں۔

احسن اقبال نے اپنے ایک اور بھائی مصطفی کمال کو وزیراعلی کی ٹاسک فورس برائے پارکس اور ہارٹیکلچرل کا چیئرمین بنوا رکھا ہے۔ مصطفے کے خلاف اس وقت ایک انکوائری بھی ہو چکی ہے کہ وہ اپنے اس عہدے کو اپنے کاروبار کے لیے استمعال کر رہے ہیں۔ (موصوف کسی دور میں اس ادارے کو پھول فراہم کرتے تھے اور اب اس کے باس بن بییٹھے تھے)۔ پتہ یہ چلا کہ مصطفے کو ہرگز ہارٹی کلچر کا کوئی علم نہیں کہ اسے اس عہدے پر فائز کیا جاتا جو ویسے ایک ٹیکنوکریٹ کے لیے مختص ہے۔ یہ بھی انکشاف ہوا ہے کہ مصطفے پچھلے دور حکومت میں پنجاب ہارٹی کلچرل اتھارٹی کے ساتھ بہت ساری بزنس ٹرانزنکشن میں ملوث پائے گئے تھے۔ وہ ہارٹری گروپ، پلانٹ سپیس اور پلانٹ کیئر جیسی فرمز بھی چلاتے رہے جو پی ایچ اے کو پھول پودے فراہم کیا کرتی تھیں۔ ذرائع کے مطابق احسن اقبال کو خوش کرنے کے لیے پنجاب ہارٹی کلچر اتھارٹی نے یہ لازمی قرار دے دیا تھا کہ ان کی فرم سے پھول پودے ضرور حاصل کیے جائیں۔

The media has successfully painted Gaddafi as a hard-core dictator, tyrant
whatever you want to call him. However, the media as usual has also failed
to show the kind, giving Gaddafi we never heard of. Gaddafi unlike most
dictators I will refrain from naming them has managed to show his humane
side, the very side we dream of seeing in other dictators who just talk and
talk.

I consider Libyans lucky to a certain extent and one wonders with the new
democratic rule they cry for will it improve or worsen life for them. Yes,
Gaddafi has spent millions of Libya`s money on personal ventures but is the
average Libyan poor? We know others who take a country and destroy it until
you feel like there is no hope of restoring this country… looting some
prefer to call it. Did Gaddafi loot Libya in any way? *

Now let us get to the unknown facts about the Libyan dictator Muammar
Gaddafi

1. There is *no electricity bill* in Libya; electricity is free for all its
citizens.
2. There is *no interest on loans*, banks in Libya are state-owned and loans
given to all its citizens at 0% interest by law.
3. *Home* considered a human right in Libya – Gaddafi vowed that his parents
would not get a house until everyone in Libya had a home. Gaddafi's father
has died while him, his wife and his mother are still living in a tent.
4. All newlyweds in Libya receive *$60,000 Dinar* (US$50,000) by the
government to buy their first apartment so to help start up the family.

5. Education and medical treatments are free in Libya. Before Gaddafi only
25% of Libyans are literate. Today the figure is 83%.
6. Should Libyans want to take up *farming* career, they would receive
farming land, a farming house, equipments, seeds and livestock to kick-start
their farms – all for free.
7. If Libyans cannot find the education or medical facilities they need in
Libya, the government funds them to *go abroad* for it – not only free but
they get US$2,300/mth accommodation and car allowance.
8. In Libyan, if a Libyan buys a *car*, the government subsidized 50% of the
price.
9. The price of *petrol* in Libya is $0.14 per liter.
10. Libya has *no external debt* and its reserves amount to $150 billion –
now frozen globally.

Great Man-Made River project in Libya… $27 billion*

11. If a Libyan is unable to get *employment* after graduation the state
would pay the average salary of the profession as if he or she is employed
until employment is found.
12. A portion of Libyan *oil sale* is, credited directly to the bank
accounts of all Libyan citizens.

Civil Society Organization CSOs  meeting was  held in Peshawar in the meeting,  Woment Action Forum Rukhsinda Naz, Blue Veins Shaheen Qureshi,  Aurat Foundation Shirin Javed,  Shirkat Gah Shagufta, , NET, Zubaida Noor, SPARC, Akber Ali Shah, ABKT Shad Begum, Khwendo Kor Maryam Bi Bi, Citizen Rights and Sustaiable Development,  Idrees Kamal.   

The meeting discussed the case of Uzma of Takhate Nasrati Karak, the teenager whose rape story appeared in different newspapers on October 4,5, 7, 2011. The teenage girl Uzma, kidnapped one year ago, held captive and repeatedly raped by several persons, including policemen,. The CSOs show full sympathy with the victims' family and will support the victim girl legally, morally, ethically.


The meeting discussed facts about the case that had come up thus far. It was noted that the victim had recorded her statement under section 164 of the CPC in the FIR No 363 and noted that the government had constituted a three members inquiry committee to probe into the facts. The meeting demand  from the government to include member Provincial commision on the Status of women NCSW, Child Welfare & Protection Commission and Civil Society Organization.

 

CSOs members said the statement is eye-opening for the leaders of Political Parties, Judiciary, Bureaucracy, Lawyers, and other organs of the Civil Society. In her statement Uzma said that 'though she knew that girls like her had never got justice in Pakistan, yet she would not give up, adding she would demand justice from the Supreme Court Chief Justice Iftikhar Muhammad Chaudhry, President Asif Ali Zardari, Premier Yusuf Raza Gilani and the human rights organizations and would ask one question from all of them: What would they do had their daughter been in the place where I am standing today? I only expect that treatment from them as their daughters would have got."   

 

CSOs members demand the execution of FIR, the people mentioned are involved in Uzma abduction and molestation should be arrested. The culprits still at large, the culprits are protected by police and other Law enforcing agencies. CSOs are with victim Uzma and will fight for her right on every forum. Govt of Khyber Pakhtunkhwa must take bold steps to apprehend the culprits and give justice to Uzma bibi.

 

Members of CSOs meet with Chairperson of Provincial Commission on the Status of Women Ms Zubaida Khatoon, and Member PCSW Samina Rehman Afridi, and With Director Child Welfare & Protection Commission Mr Ijaz Khan that the Government have taken good step which we appreciate but in committee no member has been taken from PCSW, CWPC and CSOs and low interest in the excution of FIR in Uzma case. They Chairperson were agreed with CSOs concerns and said that it will  pick up  the issues with the relevent authorities and will help the victim.

Aslam-O-Aliykum,

I some time feel that there is no difference between world wrestling entertainment (WWE) and what is happening in Pakistan.
In WWE there are wrestlers who are trained to fight without harming other and whose result is already decided.
In Pakistani Politics a wrestling is going on between PPP and PML(N) in way so that nobody harms nobody and result is already decided even before 2008 election. Simple PHELY APP PHER HUM. Whatever they are throwing at each other is for the entertainment of people of Pakistan to show that what they have paid for or vote for is seen on the screen.
Then come the referee in WWE who is some time hit by the wrestler is actually also part of wide drama.
In Pakistan referee is Chief Justice Ch. Aftikhar Ahmed who try to control the fight but some time hit hard by different parties and his recent decision related to Karachi killing authenticate my doubt that he is part of wider drama being played just like WWE.
Then comes security people who are rarely seen and avoid breaking in and stop, off the track activities. They are only concerned with their pay cheques.
In Pakistan our agencies and Armed forces are doing the same and are not active in pushing the wrestler to be fare and just ask for their part of budget.
Whole scenario is charmed by comments of commentators sitting outside who are sometime hammered to enhance the excitement.
This role is played by T.V anchors and so called analyst in Pakistan.
What happen at the end of the day in WWE, wrestlers, administrators, referees,  security people and commentators all go happy with their pocket full of money and assurance for the next show and people goes empty pocket with soar throat talking about brutal fight they seen for their entertainment with excitement that they will come to be robbed again.
