Pakistan has no future sans Iran gas
Govt delaying gas import to please US
India cannot ignore nearest gas reserves
PTI asked to keep energy top priority

Islamabad: [Dec 27]
The Pakistan Economy Watch (PEW) on Tuesday said government has been purposely delaying import of Iranian gas to please America which is damaging Pakistan's economy.

Pleasing US on the cost of country is unfortunate; it suggests that government is dominated by incompetent and apathetic officials, it said.

Pakistan cannot secure its future without Iranian gas, said Dr. Murtaza Mughal, President of the PEW.

Controversial measures like banning use of CNG kits in new and old cars and plans to cut supply to CNG filling stations for months in a country with world's highest consumption make no sense, he added.

He said that protests across the country will force the government to take back the policy decisions which can only increase transportation costs for masses.

Dr. Murtaza Mughal said that Iran has brought pipeline to border and now Islamabad should immediately start building remaining portion of the pipeline.

Decades have already been wasted in discussions and modifications, further wastage of time will jack up costs and leave the industry uncompetitive in the international market, he warned.

Iran produces 5.5 trillion cubic feet of gas per year; it will sell 740 million cubic feet of gas per year which will address around 30 per cent of our gas deficit, he said.

The 42 inch diameter pipeline has the capacity to deliver one Bcf per day, he informed.

Dr. Murtaza Mughal said that rulers seems unconcerned about over 2 per cent yearly fall in the GDP, over 25000 crumbling industrial enterprises, and untold miseries to the masses.

He observed that the performance of local exploration sector remained dismal despite knowing that our gas fields will be exhausted by 2025.

Interests of the foreign companies that continue to work in the restive regions prove that the business is still profitable for foreigner investors, he said.

American will continue to oppose gas pipeline and do nothing to resolve chronic shortages except offering economically unviable alternatives, Dr. Mughal noted.

Despite sanctions, Iran is India's second major source of crude; it could be Pakistan's major source of gas, he opined.

He asked India to take bold decision of joining the project after getting MFN status as it cannot ignore its nearest gas reserves for long.

Dr. Murtaza Mughal asked Imran Khan to keep energy security top priority.

"New Growth Strategy, Deputy Chairman Planning Commission Misquoted"
Islamabad, Monday, 26 December 2011: This is with reference to the news item published in "The News" today regarding the lecture of Dr. Nadeem Ul Haque Deputy Chairman Planning Commission said to be delivered at National Defence University on Growth Strategy.
The news item totally misquoted the contents of the presentation of Dr. Haque, it has nothing to do with the "Nuclear Aspect", the presentation was focused on "The New Growth Strategy" which was approved by "National Economic Council". The same lecture was delivered to the participants of National Security Workshop at the NDU last week.
The message of Dr. Haque in conversatiom with the reporter was that we should focus on growth and development keeping it independent of defense and strategic issues.
Planning Commission of Pakistan has organized a series of workshops on New Growth Strategy which is part of the stakeholders dialogue organized already at 20 universities in 8 cities across the country and the workshop in the National Defence Unviersity was part of this series.
This Workshop was part of a consultation process involving all stakeholders for creating economic literacy and local ownership of the economic reforms under the Framework for Economic Growth of Pakistan formulated by the Planning Commission.
The Framework for Economic Growth of Pakistan formulated by the Planning Commission provides for a strategy that seeks accelerated and sustained growth and development. It comes at a time when the global recession, war on terror and other factors arising out of rampant corruption and governance issues have severely constrained the economic growth in Pakistan. An unintended consequence of our policies has been the stifling of internal markets, cities and communities, which play a critical role in fostering productivity, innovation and entrepreneurship and ultimately promote growth, prosperity and development. Productivity is declining and there is no comprehensive and integrated mechanism available for increasing the competitiveness and good governance. Under these environments Pakistan has been facing new challenges in this 21st century. All stakeholders have to deal with the issues of cultural change and with the more informed masses address the uncertainty present in social, economic and political issues. Media is now more vibrant and liberal for facilitating this process
The focus of workshop was to ascertain stakeholders' views, create societal awareness and local ownership of economic reform to facilitate implementation of new growth framework in the context of following themes of the growth strategy:
  1. Role of Government /result based management in public sector/Civil service reform
  2. Energy
  3. Market Reforms & Entrepreneurship
  4. Urban Management & Connectivity
  5. Youth & Community Engagement
The workshop at National Defence University has been deferred and the new date will be announced as soon as possible
The transcript of the presentation/lecture of the Deputy Chairman Planning Commission and Agenda of the workshop is enclosed herewith for the record and reference.
