Dear all
I read an article written by Col Tariq ex DHA employee in one of the newspaper regarding looting of innocent people by DHA and Bahria Town . I think every word writen in article was very true but there are many more scandles which are running in collaboration withDHA and BAHRIA TOWN .

I want to highlight an other case , In year 2008 DHA wanted to merge AGOSH 2 housing scheme, which is located right on GT road infront of DHA phase 2  in DHA and got all papers from AGOSH 2administration and affidavit from file holders for completion of taking over formalities . it has been learnt that Brig retd Javed Iqbal then administrator DHA and Col But then Director projects were the main figure in this case who probably got huge benefits, laterBAHRIA TOWN jumped in and wanted to get this alnd and grabbed certain AGOSH 2 land this was done with the connivance of DHA authorities  . All 3300 file holders  kept going from one person to other but mafia did not paid any attention to them . Now after almost 4 years, in the pressure of  Bahria Town, DHA which has become an OFF SHOOT of BAHRIA TOWN informed AGOSH 2 authrities to get their files back without merger. Since AGOSH 2 mafia also took lots of benefits from DHA . DHA  is literally hollow
from inside, no one owns it including army apparently. DHA is fully controlled by Mlik Riaz credit goes to him and discredit to ARMY .There is no doubt in this. The only sufferers are clients,  file holders who invested there bread and butter in this for bright future are clueless   .I request Col Tariq to please highlight this issue in details, even he may not have stake in it. The only voice which was raised on this issue was from VALUE TV . This scandle is worth billions as amount of 0ne complete file/plot  is approximately 4 m being prime site.

Can any one Highlight this issue and provide relief to thousands of peoples ?
Abdul HAQ lahore

HYDERABAD, April 25: The Sindh University Teachers Association have described as incomplete an inquiry report on the murder of Prof Bashir Channar and urged governor of Sindh to order a fresh probe covering all aspects of the murder, particularly the mess in the admission cell.

In a statement E-mailed to Dawn on Wednesday SUTA President Dr Azhar Ali Shah and general secretary Dr Arfana Mallah said the report prepared by additional district judge of Kotri Mr Khalid Hussain Shahani failed to expose the elements responsible for corruption and mismanagement at the admission cell, which was the major reason behind Channar's murder.

They called for arrests of the culprits and said the SUTA had demanded inquiry by a team of judges headed by a senior judge of the Sindh High Court.

They said the government assigned inquiry to a single judge at district level who reported "statements of a few witnesses and on its basis responsibility is fixed on three former students of University of Sindh Meenhal Rajar, Bachal Narejo and Hamz Ali whose entry in the university was banned by disciplinary committee meeting held on Dec 4, 2011".

They said the inquiry officer was supposed to conduct thorough probe into the admission process, how seats were distributed among culprits and why Prof Channar was made vulnerable while he was not even director of the admission cell.

They said that the officer should have investigated whether proper procedure regarding rustication of 18 students and banning three was followed by the disciplinary committee.

They questioned under what procedure a few students were taken off the the list of rusticated students by then VC Dr Nazir Mughal and why Dr Mughal shifted the responsibility of rustication to Prof Channar alone.

They said that it was surprising the report was silent on lack of precautionary measures by university officials including then VC to prevent entry of the banned students.

The students barred from the university on Dec 4, 2011 easily entered the university on Jan 2, 2012, chased Prof Channar, killed him and escaped with utmost ease, they said.

The culprits had not yet been arrested despite the inquiry report's naming them as responsible.

URGENT ACTION - UPDATE
--------------------------------
Farooq Ahmad Dar Taken Into Custody

On Saturday the 19th of April 2012 Farooq Ahmed Dar was arrested and taken to an undisclosed location.  He was produced before a Srinagar court on the morning of the 23rd of April where the judge granted the arresting authorities the power to detain him for a minimum of 7 days while they collect evidence and build a case against him.

Dar is accused of carrying out activities that are prejudicial to the security of the state.  In reality Dar, who is Chairman of the JKLF, does nothing more than speak at public meetings  and organise demonstrations.  It is widely believed that the arrest of Dar follows a similar pattern whereby separatist leaders are arrested and detained in order to disrupt their work and discourage others from undertaking the same.

KCEU released an urgent action on the pursuit of Dar on the 19th of April 2012 and we would like to offer our thanks to all of those who undertook urgent action.  It may be for this reason that the arrest of Dar did not result in serious injury or death.

KCEU is again requesting Urgent Action to call upon the Government of India to immediately release Farooq Ahmed Dar.  There are numerous examples of politically active Kashmiris being harassed and arrested.  This can result in incarceration without trial for upto two years under the public safety act.

Please request that Farooq Ahmed Dar is released immediately and that the Government of India desists in the practice of arresting politically active Kashmiris.  Please also request that the draconian laws, such as the PSA and the AFSPA, are repealed in Kashmir immediately.

PRESS RELEASE
UNIS/CP/672
23 April 2012
Transnational Crime Threatens Millennium Development Goals (MDGs) says UNODC Chief at Opening of 21st Session of the Crime Commission

VIENNA, 23 April (UN Information Service) – The 21st Session of the Commission on Crime Prevention and Criminal Justice opened today with speakers acknowledging that transnational organized crime is one of the 21st century's key challenges and a threat to sustainable development and the rule of law.

In a message from the President of the General Assembly, the Chef de Cabinet of the President of the General Assembly, Dr. Mutlaq Al-Qahtani, noted that drugs and crime are an impediment to the social and economic development of countries. "When combined, these crimes generate enormous profits every year: not in the millions, not in the billions, but in the trillions of dollars," he said.

These views were supported by the President of the Economic and Social Council, Miloš Koterec,  who also spoke about preventing violence against migrants, the theme of a special debate at the Crime Commission: "The critical role played by civic intercultural programmes aimed at promoting community cohesion through combating racism, xenophobia and reducing the exclusion of migrants."

During his own speech to the commission, Yury Fedotov, Executive Director of the United Nations Office on Drugs and Crime (UNODC) stated that, as the international community moved closer towards 2015 and took stock of the Millennium Development Goals (MDGs), there was a growing recognition that transnational threats are a major hindrance to their achievement.

Weak and fragile countries were particularly vulnerable to the effects of transnational organized crime he said. These countries, devastated by war or making the transition to democracy, were often preyed upon by crime. "As a result, organized crime flourishes, successes in development are reversed, opportunities for social and economic advancement are lost," said Mr. Fedotov.

To change this situation. Mr. Fedotov said anti-crime activities had to be integrated into the sustainable development agenda, as well as programmes of action for the rule of law, which formed the foundation for human rights.

He stressed that UNODC's strength derives from its long experience of working with partners and nations on drugs, crime and terrorism. However, Mr. Fedotov also said that the solid foundation for UNODC's  work came from the UN Conventions on drugs, crime and corruption. "I call on all Member States to become parties and to implement these conventions," he said.

The 21st Session of the UN Commission on Crime Prevention and Criminal Justice, chaired by Princess Bajrakitiyabha Mahidol of Thailand, is being attended by around 800 people, 111 states and 38 NGOs. Its main theme is violence against migrants, migrant workers and their families, but it will also discuss State oversight in civilian private security services, countering maritime piracy, and the treatment of prisoners amongst other issues.

Education for All Week: Pakistan lags on key education indicators

23 April 2012, Islamabad. – As the world marks "Education for All Week" (23-29 April 2012), UNICEF and UNESCO are concerned that Pakistan is unlikely to meet the two education-related targets of the UN Millennium Development Goals. The theme of this year's Education for All Week – which raises awareness of the importance of Education for All – is Early Childhood Care and Education.

"A quality and child-friendly education is the basic right of all children in Pakistan. Young children who are marginalized by poverty or other factors stand to benefit most from early childhood care and education, but in Pakistan and across the world, these children have least access to education," said UNICEF Pakistan Representative, Dan Rohrmann.

"Education is vital for the development of children's linguistic, cognitive and social skills, which represent the foundations for lifelong learning and children's contribution to society," said UNESCO Representative to Pakistan, Dr. Kozue Kay Nagata and, therefore, emphasized that "no child should be deprived of their right to education."

"Both UNESCO and UNICEF call on all those involved in the provision of education to do all they can to improve the quality of education and extend the reach of existing education services."

In Pakistan, more than 7 million children aged between 5 and 9 are deprived of their right to basic education. Globally, about 67 million children don't have access to primary education.

The reality in Pakistan is that good quality Early Childhood Education or pre-primary education programs are not accessible to most of the youngest children, while the majority of primary schools lack basic facilities.

Seventy per cent of Government primary schools have only one or two rooms for five classes. More than 40 per cent of schools are without latrines; 66 per cent do not have electricity; and children in 37 per cent of schools lack drinking water facilities.

Katchi or pre-primary classes in Pakistan are mostly without a separate room, exclusive teacher, and teaching-learning aids, which are required by the national curriculum. A good quality Early Childhood Education is accessible to fewer than 10 per cent of children in Pakistan.

In April 2010, the Pakistan Parliament recognized the fundamental right of all children to free and compulsory education. This was formalised through the historic 18th Amendment and insertion of Article 25-A into the Constitution.

UNESCO and UNICEF are working together to support provincial Departments of Education to improve learning conditions in schools, enhance teacher training, provide teaching-learning materials, and mobilize local communities to increase enrolment of out-of-school children. (#)

About UNICEF

UNICEF is on the ground in over 150 countries and territories to help children survive and thrive, from early childhood through adolescence. In Pakistan, it works with the federal and provincial, NGOs and other partners to support child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. It has provided vital relief and reconstruction support to help individuals rebuild their lives after emergencies, such as the 2010 monsoon floods and the October 2005 earthquake. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

About UNESCO

UNESCO is specialized agency of the UN system, mandated to work in the fields of education, sciences, culture, communication and information. At the global level, UNESCO has been assigned the responsibility of coordinating Education For All efforts. UNESCO works both at the national level to bring policy reforms as well as at provincial and the district levels to build capacity of educational institutions, educationists, curriculum developers, teacher trainers and education managers. In Pakistan, UNESCO has successfully advocated constitutional reforms for declaring access to free and compulsory education a fundamental right. UNESCO is working closely with all provincial Departments of Education.
